Monarchs on the move

Do they always start this early?  Yesterday at Griswold Pt in Old Lyme there were around 40 Monarchs ducking the wind behind the hedge row that is between the Gray House and the start of the beach,, with a few struggling down the point heading west as I walked along.
  A few days ago during one of those flat calm water situations I was fishing off the point and a few came by heading west down the Sound also.
 Regarding nectaring plants, I put in a few Blue Fortune-Aniss Hysop  around my yard because they were such a draw at Lighthouse last fall and and so far all they are attracting is bumble bees.  I have Verbena and Buddleia right along side the Hysop and the butterflies prefer those at this point.
