You can go on line, google "bird bands" and you will have a number of choices to link on, depending on the kind of band (plastic, metal, color codes if present, etc.).  You should be able to find out who put it on, and by contacting them, find out where and when the bird was banded (I have turned in a number of reports in the past on birds like Canada Geese, a turkey, and even a racing pigeon whose leg band was dropped below a Goshawk nest).
