<p class="MsoNormal"><span style="font-size:11.0pt;font-family:"Calibri",sans-serif;color:#1F497D">Environmental Impact Statements (EISs) and the less detailed Environmental Assessments (EA) are triggered by federal actions pursuit to the National Environmental
Policy Act (NEPA). A federal action is defined by anything that is Financed, Assisted, Conducted, Regulated, or Approved by a federal agency. Both EISs and EAs are disclosure documents that disclose the significance of the expected impact to the natural and
built environments. There are various circumstances that dictate when to prepare an EIS vs. an EA, and differing statutory requirements associated with each during their preparation.
<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size:11.0pt;font-family:"Calibri",sans-serif;color:#1F497D">The state has a similar process with similar triggers (e.g., typically anything involving a “state action” or will eventually require a state permit may require
an Evironmental Impact Evaluation (EIE) pursuant to the Connecticut Environmental Policy Act or (CEPA).<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size:11.0pt;font-family:"Calibri",sans-serif;color:#1F497D">But if the site is privately owned and the logging is being conducted in a way that does not necessitate federal or state involvement or permits, then there may
not be much the federal or state governments can do. <o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size:11.0pt;font-family:"Calibri",sans-serif;color:#1F497D">Fortunately in the case of Frosted Elfins, mitigation of the impact may be easier than other cases, as their host plant often responds well to disturbed sites
under the proper conditions. <o:p></o:p></span></p>

that 1/2 of the site has been damaged with operations on going. This site falls within the CT. Natural Diversity Data Base and has been reported to the state via the Rare Invertabrate Species Reporting form.<o:p></o:p></span></p>
