In Japan it's mainly the studio who imposes the ban; after a theatrical run in which it was favourably received, Toei apparently became paranoid that the depictions of deformity, mutilation and amputation (all fake, apparently) might offend someone, so 'Malformed Men' was consigned to the studio vaults, never to be seen again. Well, almost. But in most of the cases it's the studio, rather than an outside body like Eirin, that makes the decision to 'ban' the film in question.</DIV>
