Hi Rich,

This exemption may apply for land transport within the United States only.
You'll have to check with your Transport experts. 
It certainly does not apply for air transport; that is regulated by IATA
only. 
The problem is, if you send ethanol samples by courier and ask for land
transport, they may still put it on the plane and are required to follow
IATA regulations.

I don't know if that helps.
