Jessie and all-

If you can use several thousand+
of several sizes,  have them custom made.

Design the dimensions so there is no wasted
drawer space.  For example: Three across by
four lengthwise fits perfectly as does four across
by five lengthwise, etc. Depending on how much
your specimens vary in size, you might want
to design small trays that will fit two in the space
one large.  There are many strategy options to
maximize the use of space.  Caution: Leave a little
wiggle room, ... better yet, see if the vendor will
make you some samples to test for fit before
making the full run.

I went so far as to design
(for WFVZ's oological/bird skin collection)
custom cabinet runner spacing and slightly shallower
drawers so four (20%) more drawers would fit in
a cabinet.

Museum space is expensive, it can be very
cost-effective  to do this kind of stuff.
