Perhaps someone else here knows better, but the original situation in 
which irradiation appeared was in the aftermath of the 
"anthrax-in-the-mail" case, and that it primarily affected mail going 
into Washington, DC.  I have certainly been operating under the 
"business as usual" assumption for the last few years now, and have 
not heard of anything to suggest that this is an issue any longer. 
Given that this is probably classified as a "National Security" 
issue, however, it seems unlikely that there is anyone anywhere who 
can or will tell you if there are any such measures in place in 
Washington at present, or elsewhere.
