[NHCOLL-L:3638] RE: DHL

Was this at JFK?  I tried to investigate this charge before at JFK but
finally gave up.  It has to do with their electronic filing of a 3177-d.
(I could go into a lot further detail, but it would frustrate.)

sorry for the cross-posting but:

has anyone ever had DHL automatically charge a $25 fee for USFW 
inspection and clearance on a scientific shipment?  We have 180 days 
to do a 3-177 and frankly I don't want the DHL guy making the 
decision on the species identification.  We should do that and submit 
the 3-177 ourselves.  Is there a way to bypass this automatic 
process?  Is it even legal for DHL to charge this fee?
