The people who do your air conditioning work might supply you with duct hanger straps for relatively little cost. These are long strips of galvanized steel, usually about an inch wide, that they use for hanging ducts from ceilings. You can cut them to length with tin snips, and drill holes to match your shelf uprights using a regular drill bit (punch the spot for the hole with a masonry nail or other hard point first, so the drill doesn't skid, and drill through into a block of wood. Use a drill press if you have one). Secure them with nyloc nuts (so they don't loosen) and bolts. It's a cheap solution, and the galvanized strips won't rust.
