that since your authorities go back until to the 1960s, that there is no 
basis for this information collection request prior to that time?

And since the USFWS reg (which doesn't mention locality) requires that 
you keep records for only five years, what is the legal basis for this 
information collection request for anything more than five years earlier 
than the date of submission of the report?
