If any of you are sending nat sci research loans to Spain, please note the following (sent out from Rich at University of Michigan via herbaria forum):

Colleagues:

I was recently informed by Santiago Martín Bravo, curator of the UPOS herbarium (Sevilla, Spain) that institutions are experiencing some serious problems with incoming loans not being cleared by Spanish customs. In Santiago's words, "There has been some kind of privatization of postal services and now they are trying to get a big tax for randomly selected loans", applying it as if the specimens were going to remain in Spain.  If the tax is not paid, the loan is returned to the sender.

Until the situation is resolved, he suggests that a label be attached to any package containing a loan labelled: " IMPORTACIÓN TEMPORAL / TEMPORAL IMPORTATION". "This should clear the way of the loan through the customs as the taxes should not apply for temporally imported goods."
