If you know of institutions in Louisiana that could benefit from emergency assistance, please forward this to your colleagues.

Subject: Heritage Emergency National Task Force response to LA flooding

Dear Task Force members,

Although the rain has abated in Louisiana, the threat to life and property continues as a result of the record flooding. If you haven't already done so, I ask that you reach out to your constituents to (1) share response and salvage resources and (2) ascertain which cultural institutions have been affected and might need assistance.

Response and salvage resources. A number of Task Force members have already begun posting links to online resources and emergency hotline phone numbers. As part of your outreach to constituents, please feel free to disseminate the following:

* A news release from the Foundation of the American Institute for Conservation about its National Heritage Responders (NHR), the all-volunteer cadre of preservation professionals trained to assist cultural stewards and the public in salvaging and recovering their collections and valued possessions. The release is attached and is also available at https://urldefense.proofpoint.com/v2/url?u=http-3A__www.conservation-2Dus.org_docs_default-2Dsource_emergency-2Dresources_baton-2Drouge-2Dnhr-2Drelease-2D8-2D16.pdf&d=CwIFAg&c=-dg2m7zWuuDZ0MUcV7Sdqw&r=CLFZJ3fvGSmDp7xK1dNZfh6uGV_h-8NVlo3fXNoRNzI&m=I2XVdxtu28HebJA9sFKs_vlhZ7S0jH87o14zSrQTH44&s=yeHhTdef9QxQ5Qk8UeDezpsFnPyX0rUSfGh7RlI6ggo&e= .

* The FEMA fact sheet "After the Flood: Advice for Salvaging Damaged Family Treasures," which provides guidance to salvaging treasured family heirlooms and links to helpful resources. The fact sheet is attached and is also available for download from the FEMA Document and Resource Library at https://urldefense.proofpoint.com/v2/url?u=http-3A__www.fema.gov_media-2Dlibrary-2Ddata_1452008937293-2D2c5cf070cabce562b9ae8727abbdc7e9_Flood-5FFIMA-5FFact-5FSheet-5F2015-5F508.pdf&d=CwIFAg&c=-dg2m7zWuuDZ0MUcV7Sdqw&r=CLFZJ3fvGSmDp7xK1dNZfh6uGV_h-8NVlo3fXNoRNzI&m=I2XVdxtu28HebJA9sFKs_vlhZ7S0jH87o14zSrQTH44&s=U03Xkty4mrn2nhx7lRStMT3Xc8u6EhCvVuy4egWt1Qg&e= .

* The 2009 HENTF publication Guide to Navigating FEMA and SBA Disaster Aid for Cultural Institutions is woefully out of date. It's currently being updated, but it's not yet ready for prime time. The best source of information on federal disaster funding for private nonprofits is FEMA's Public Assistance Program and Policy Guide, which was released in January and is available at https://urldefense.proofpoint.com/v2/url?u=http-3A__www.fema.gov_media-2Dlibrary-2Ddata_1456167739485-2D75a028890345c6921d8d6ae473fbc8b3_PA-5FProgram-5Fand-5FPolicy-5FGuide-5F2-2D21-2D2016-5FFixes.pdf&d=CwIFAg&c=-dg2m7zWuuDZ0MUcV7Sdqw&r=CLFZJ3fvGSmDp7xK1dNZfh6uGV_h-8NVlo3fXNoRNzI&m=I2XVdxtu28HebJA9sFKs_vlhZ7S0jH87o14zSrQTH44&s=0RpTUwYvCgdEmPDUQAG9KWd09ifYPRalqNJ4hM3hb28&e= .

* ArtsReady provides links to guidance and aid for artists and arts organizations, available at https://urldefense.proofpoint.com/v2/url?u=https-3A__www.artsready.org_page_useful-5Flinks-3Fct-3Dt-28APAP-5FWebinar-5FPromo8-5F16-5F2016-29-26mc-5Fcid-3Dfb65874015-26mc-5Feid-3D318f4891c1&d=CwIFAg&c=-dg2m7zWuuDZ0MUcV7Sdqw&r=CLFZJ3fvGSmDp7xK1dNZfh6uGV_h-8NVlo3fXNoRNzI&m=I2XVdxtu28HebJA9sFKs_vlhZ7S0jH87o14zSrQTH44&s=clz2cr6SGuGbOx0y____s1EKZpObyFwnLIblHI6m8wg&e= ; scroll down to the Recovery heading.

If your organization has online resources that you'd like to share, please forward them to me or Reply All to this email. When the HENTF website is uploaded to its new home on the Smithsonian Institution website, links to these resources will have a permanent home.

Identifying affected cultural institutions. As of this writing, the following 20 parishes are included in the major disaster declaration:
Acadia, Ascension, Avoyelles, East Baton Rouge, East Feliciana, Evangeline, Iberia, Iberville, Jefferson Davis, Lafayette, Livingston, Pointe Coupee, St. Helena, St. Landry, St. Martin, St. Tammany, Tangipahoa, Vermilion, Washington, and West Feliciana
This list will expand as preliminary damage assessments continue. As areas become accessible and staff members are able to turn their attention to their organizations, we want to ensure that they have the resources to assist in their response and recovery efforts. But we need to know who has been affected.

As you learn of impacted cultural institutions, please let me know. Applicants have 30 days from the date of the declaration to submit a Request for Public Assistance, a small window of opportunity when so many are still struggling to deal with their flooded homes and property. Help me spread the word.

I am in touch with Louisiana's state cultural agencies and am coordinating closely with federal staff at the Joint Field Office in Baton Rouge.

Thank you in advance for your help. If you know of other people in the cultural community who can reach out to additional constituencies, please pass along my contact information below.

With all best wishes,
Lori
