What irks me is that they could probably fulfill this by using technology in the form of shape files in BISON and thereby not require any input from us whatsoever ? or limited input once they have achieved the first step.  I spoke with Stinger Guala of BISON and he said that this was very possible and plausible.

DOI?s position on ?Museum Collections?. The statement is:

?Each of the bureau units that manage museum collections must implement a Scope of Collections Statement that directs their museum program and the acquisition of museum collections according to Federal law and their mission. Most DOI bureaus focus their Scope of Collections Statements, and consequently their museum collections, on complying with archaeology and paleontology laws and the acquisition of only those objects and specimens that furthers their mission.?
In other words, the mere fact that something was collected on federally managed public lands does not mean it is a DOI museum object. Only if it falls within the "Scope of Collections" statement would it be a DOI museum object.

These are the estimates of the number of DOI museum objects. Of the number of biological specimens, the estimate is that 2/3 are held in federal repositories. So that means that maybe 1.1 million would be subject to the information collection request, and again, they anticipate sampling approximately 2.5%  so something like 27,500 total across all collections.
