Dear Barry,

sorry for my question, but what do you mean with "countries requiring 
MTAs"; in terms of required under existing laws that regulate access and 
being exported? The ABS clearing house give some sort of information on 
country specific access, but this is rather unspecific and cannot be 
understood as positive or negative list (also, it is usually not up to 
date - thus the best is to get into contact with authorities of 
respective countries; the ABS Clearing house provides contact details)

If you say "coming _and_ going to the USA", it sounds like you would ask 
for specific documents that are required during import to or export from 
the US; in this case a MTA signed between to institutions (similar to a 
loan form) would be enough. This would then be independent of any 
requirements of those countries where the materials originate from.
