I was working for UPS air operations at that time and luckily the
Philadelphia crew managed to land safely and to escape.

Be sure that the shipper of the parcel causing the fire was traced.
The ICAO/IATA exemptions will be revoked, if repeated non-compliance is
observed an recorded, regardless how compliant the majority is.
It should be in our vital interest to inform our colleagues to meet the
regulations. There is good reasons, why they are in place. The IATA A180
exemption is not complicated at all, and I bet all institutions are able
to afford at least a household bag sealer.
Please spread the word and try to reach those, /who have been doing it
like that /[using zip-lock bags etc.] /for ages./ We shouldn't loose
ICAO/IATA alleviations because of uninformed few.
Once revoked, it will be very unlikely to get exempted again, which will
dramatically increase costs for institutions for dangerous goods
shipping and IATA certifications and yearly requalification of staff.
All those who once went through a IATA certification process know what
this means.
