Hi all

An exciting update to a message I sent out some time ago.  The Senate has just passed (and the house is expected to pass as early as tomorrow) the so-called CHIPS plus bill – see below for more details.  The bill incorporates $81 Billion for NSF and specific language concerning Natural History Collections was maintained as follows:

BIOLOGICAL RESEARCH COLLECTIONS.

(a) IN GENERAL.—The Director shall continue to support databases, tools, methods, and other activities that secure and improve existing physical and digital biological research collections, improve the accessibility of collections and collection-related data for research and educational purposes, develop capacity for curation and collection management, and to transfer ownership of collections that are significant to the biological research community, including to museums and universities.

(b) SPECIMEN MANAGEMENT PLAN.—In consultation with other relevant Federal research agencies, and as the Director determines is appropriate, the Director shall require that proposals submitted to the Foundation for funding for research that involves collecting or generating specimens include, as part of the data management plan under section 10344, a description of how the specimens and associated data will be accessioned into and maintained in an established biological collection.

(c) ACTION CENTER FOR BIOLOGICAL COLLECTIONS.—In coordination with other relevant Federal research agencies, as appropriate, the Director shall make awards on a competitive basis to institutions of higher education or non-profit organizations (or consortia of such institutions or organizations) to facilitate coordination and data sharing among communities of practice for research, education, workforce training, evaluation, and business model development, including by establishing an Action Center for Biological Collections.

This is directly related to the Extended Specimen report by BCoN and the Biological Collections report by the National Academy.  BCoN currently has a proposal in to NSF for a Specimen Management Plan and associated workshop and also has a FAIR data proposal and RCN proposal in the works to continue this great work.

Let’s hope we see some benefits accruing from this in the near future in the form of additional funding for these initiatives.

Senate passes innovation bill with billions for DOE research

The Senate approved a sprawling innovation and economic competitiveness package this afternoon that contains tens of billions of dollars in research spending authorizations at the Department of Energy and National Science Foundation.

After numerous fits and starts, lawmakers ultimately agreed to a package this month centered on $52 billion in direct spending aimed at bolstering domestic semiconductor manufacturing, along with more than $200 billion in research authorizations.

Senate Majority Leader Chuck Schumer (D-N.Y.) and Sen. Todd Young (R-Ind.) were the the bill's main catalysts.

Seventeen Republicans voted for the package. Sen. Bernie Sanders (I-Vt.) voted against it.

The semiconductor provisions could prove important to solving supply chain bottlenecks affecting electric vehicles and solar components, among other energy and economywide implications, lawmakers said.

"We don't know exactly what innovations will come out of this, but we do know this: America will be more competitive because of it,” Senate Commerce, Science and Transportation Chair Maria Cantwell (D-Wash.) said. “And we do know this, that we will be able to grow our economy for the future because of the investments that we've made today."

The legislation includes an authorization of $50 billion over five years for DOE's Office of Science, the first such reauthorization in the office's history. The National Science Foundation meanwhile would get $81 billion over five years, including $20 billion for a new technology directorate meant to spur technologies like quantum computing and artificial intelligence.

Dubbed the “CHIPS-plus” package, the provisions represent a slimmer version of what originally passed the House and Senate. Trade provisions, foreign policy tweaks and international climate spending were among the high-profile items dropped.

But negotiations were upended by Senate Minority Leader Mitch McConnell (R-Ky.). McConnell ultimately voted for the bill today.

Momentum for passing the bill accelerated earlier this month as Biden administration officials held briefings with lawmakers that laid out the national security implications of inaction. Commerce Secretary Gina Raimondo told lawmakers they needed to act before they departed for their summer break.

The House intends to take up the Senate-passed bill to beat that deadline. The Rules Committee was meeting today to consider how to shape floor debate for the legislation, a key stop before an impending chamber vote.

According to a statement issued by House Speaker Nancy Pelosi (D-Calif.) following the vote, Democrats intend to pass the bill as soon as tomorrow.

“The House will proudly pass this essential legislation and send it to President Biden to be signed into law,” Pelosi said.
