The suspensions will take effect on October 1 unless the country
draws up its implementing legislation and submits its annual
reports by that date. <br>

It means they won't be able to issue permits, register
institutions, etc. <br>
<br>
So basically you won't have any legal way of getting CITES-listed
species out of these countries and into the U.S. and won't be able
to get CITES Appendix I species from these countries into the U.S.
Not clear if you will be able to get CITES II/III species into
these countries, as import permits are not required and not clear
if existing COSEs from these countries will be accepted. I will
check with the USFWS and let you know. <br>
