Judging from available on-line information it seemd to me, too,
that rather consignees need to register and obtain an CR-Code, but
there is contradictory information available also demanding
CR-Codes for specific product groups.<br>
<br>
We already did contact the colleague in China, but he apparently
didn't know anything about CR-Codes. But perhaps the information
from the colleagues at the BejingNatural History Collection is
helping to figure out if the receiving Museum has an CR-Code or
not (and could apply for one).<br>

We have not shipped specimens to China so we cannot share
experiences, but with permission, I copy below a comment
from one of our fellow colleagues at the Beijing Museum of
Natural History.<br>

The CR Code means Customs Registration Code. The Chinese
companies that usually do foreign trades have to register
the companies in the Custom in China. After registration,
companies will get a 10-digi code. But most museums do not
have a code. If you want to ship some natural history
specimens, you'd better ask the organizations you want to
ship to beforehand if they have the code.<br>

If you want to ship the specimen to museums in China, you
do not need to write the Code, only the address is OK.
Then the destination museum will go through some
formalities to get the specimens. But it depends on what
kind of specimens. Some are forbidden to import. You'd
better contact the destination you want to send the
specimens to.<br>

The way I read this it is only for "dutiable" (where
duty needs to be paid) items of which natural history
specimens are not and is also not mandatory. Not sure
this is a huge issue...<br>

I could not find any information on CR codes in the
net (there are many sites telling you that you would
need an CR-Code without referencing<br>
them) or ont he website of the Chinese customs
authorities. Might be provided on the Chinese version
of the site?<br>
