required by way of permits. For instance, a port inspector
recently insisted that a Wild Bird Conservation Act permit is
needed for all bird stuff. It isn't. As is clear from the reg:
the work. Exotic bird means any live or dead member of the

thereof, but does not include domestic poultry, dead
sport-hunted birds, dead museum specimens, dead

or birds in any of the following families: Phasianidae. Numididae,
Cracidae, Meleagrididae, Megapodiidae, Anatidae, Struthionidae

As well as the agency's own fact sheet:
Another port inspector insisted that every item on the 3-177 had
to have a CITES permit number. She apparently did not realize that
not every species is CITES-listed and so assumed that every import
and export must have a CITES permit.

So having a copy of the regs pertinent to your particular import
or export is really a good idea in all cases.

With the release of the latest version of
the IATA Dangerous Goods Regulations recently it appears as if
we have finally reached the end of our long dangerous goods
journey. Attached is the new language inserted that allows
specimens, packaged according to IATA Special Provision A180,
to be carried as carry-on and checked baggage as well as on
your person. I have highlighted the relevant line I Table
2.3A and section 2.3.5.14. You will not that operators or
pilots approval is NOT required in all these cases.

You will however, presumably, be required
to also follow TSA guidelines for carry-on baggage and
specimens will thus have to be in a quart size zip-lock bag
with no internal container more than 30ml (as per SP A180 even
though TSA allows 100ml). Only one quart size zip-lock per
passenger is allowed – in other words the size of the bag will
limit how many specimens or tissues you will be able to carry
on board. If in doubt, check it. In any case, I would
suggest carrying a copy of these regulations with you,
together with all necessary permitting etc. when attempting to
carry specimens onto a plane.
