In reality, this seems not to be happening. We have asked the
Division of Law Enforcement about this problem and - as expected -
it turns out that they don't (and can't) inspect many of the
shipments that come into the United States. They never actually see
the package. If they don't see the package, they obviously can't
stamp a copy of the 3-177 that is attached to that package. <br>
<br>
If you receive a package that has no indication that it has been
cleared, don't open the package. Contact the nearest port and ask
them if the shipment was cleared. If not, send the package to them
(inside a second container) and ask them to clear it and return it
to you<i> </i>*with a copy of the 3-177 stamped CLEARED.*<br>
<br>
Under the law, all packages are subject to post-import clearance.
Don't take chances. Get those packages cleared.<br>

E-decs<br>
<br>
</u>Those of you who use e-decs know that it is not a user-friendly
system and has a number of limitations. The Ornithological Council
has urged the USFWS Division of Law Enforcement to overhaul the
system in a number of ways. Given the current fiscal situation, this
is not likely to happen any time soon, but we will keep at it. <br>
<br>
If you would like to see the letter we sent, let me know OFF-LIST. I
can't send attachments to some of the lists to which this message is
posted.<br>

We hope that if e-decs can be made more useable, that eventually the
Division of Law Enforcement can decide at the time of clearance if
they need to inspect that particular package and notify the importer
accordingly. As it seems that many packages are never inspected -
resulting in your receiving shipments without any indication that
the shipment was cleared, must less inspected - this advance
clearance via e-decs will eliminate that uncertainty.<br>
