This is the response we received to the following follow-up
questions:<br>

<font face="Times New Roman, Times, serif">1. Who is the point of
contact for negotiating agreements that are suited to the "</font>the
unique opportunities presented by each partnership."<br>
2. Will there be any options other than the loan agreement or the
repository agreement? In other words, they want to know if they are
in the same place they were 20 years ago or is there actually an
opportunity for other agreements?<br>
3. Is this going to be park-by-park or is there a method for
developing a nationwide or regional agreement?<br>
4. What exactly has been communicated to the parks about what they
are allowed to do? The last time we (not you and I; it was before
your time and if I recall correctly, it was with Bert Frost) had a
discussion about the repository agreements, I was told that the
parks were free to negotiate such terms as they thought appropriate
but NPS management refused to communicate this information to the
parks so the parks had no idea what they were/were not permitted to
do.<br>

As I said then, a repository agreement is a repository agreement.
The basic terms are objectionable; it constitutes little more than a
longer-term loan than can be had under the regular loan agreement.<br>
