      then yes, the inspectors will be working and you will be fine
      whether carrying in or shipping in. The latter because AS WE ALL
      KNOW (nod heads) if your package is properly marked to indicate
      that it contains wildlife, that inspection is required, has the
      permits on the box, and has the correct unified tariff code on the
      air waybill, FedEx (or the Customs Broker) will route it to a
      designated wildlife port. Use FedEx Customs Critical, not regular
      FedEx (nod heads again), right?<br>

      If it does not require a permit, then I'm not sure because I don't
      know what kind of USFWS Law Enforcement inspectors are stationed
      at Canadian and Mexican border ports (none, I think = and
      remember, if it requires a permit it can't come in thru a Canadian
      or Mexican border port unless you have a designated port exemption
      and have made arrangements for an inspection, which means that
      someone has to travel from a nearby LE office - and there won't be
      anyone to do so during a shutdown). However, I think that if it is
      something that does not require a permit, and you can use those
      Canadian and Mexican border ports, you declare and give the 3-177
      to the Customs officials. <br>

      By the way, declaring is a two-step process. You have to state YES

      And also by the way, this is a very good illustration of why you
      should not rely on agency websites. They can be erroneous. This
      particular USFWS website was, until very recently, incorrect. I
      notified the USFWS several times over several years because I was
      worried someone would rely on it. A key part of the pertinent
      regulation (as bolded) was missing:<br>

      <i>Sec. 14.24 Scientific specimens. </i><i><b>Except for wildlife
          requiring a permit pursuant to parts 16, 17, 18, 21, 22 or 23

        institutions for taxonomic or systematic research purposes may
        enter or exit through any U.S. Customs port, or may be shipped

        exception will not apply to any specimens or parts thereof taken
        as a result of sport hunting. </i><i><br>

      Kudos to Law Enforcement Director William Woody for getting this
      fixed! but my point is that if you had relied on it prior to the
      correction, you would have been in violation of federal law. If
