Based on biodiversity and size of country, some are clearly in need
of more registered institutions and focus should be on the bolded
countries, I think. However, if you see omissions in a country where
you live or work, let's try to get them registered, too. Yes, I know
that the museum holdings are not limited to the biota of that
country but let's assume for sake of this discussion that in most
cases, each museum holds a good representations of the their own
country's biota, and that smaller collections are less likely to
have significant holdings from other countries, so we can use
national biodiversity as a crude measure of the taxonomic and
geographical breadth of the collection except in the case of very
large collections. In some cases, the only registered institution is
an herbarium. There should be a natural history museum for each
country.

What we need to do, I think, is compile a database of museums that
are qualified and contact them and urge them to register, and send
letters of support to their CITES Management Authorities.

The goal is to make the need for movement on permits rare, so
that if we don't succeed in dealing with this validation
requirement, at least the number of times it is potentially a
problem will decrease.
As of 2014, 180 countries are parties to CITES. There are only 70
countries on this list. That means that 110 countries have no
registered scientific institutions. Obviously, some of them
have much bigger challenges than the lack of CITES-registered
institutions. However, that also means that validating CITES permits
is not going to be much of a priority, either, so all the more
important that there be at least one registered museum in each
country.
They might also want to include a copy of this notification, issued
by the CITES Secretariat, that documents that there was a resolution
adopted at the 11th Conference of the Parties (2000), urging member
nations to register scientific institutions; it was also adopted in
2010. The Secretariat was directed to issue a brochure explaining
how to register scientific institutions but it has apparently not
done so.
