Several off-list conversations reminded me of the need to
distinguish between what is required by the regulations (and
non-regulatory "procedures") and what is practical in terms of
reducing hassle and making your life easier.<br>
<br>
Here's a good example. Legally (per the regulation) if you are
importing wildlife for which no USFWS permit is needed, and it is a
dead, preserved, dried, or embedded scientific specimen or parts
thereof, you can file the 3-177 up to 180 days after import. <br>

preserved, dried, or embedded scientific specimens or parts
thereof, imported by accredited scientists or accredited
scientific institutions for taxonomic or systematic research
purposes. An importer or his/her agent must file a Form 3-177
within 180 days of importation with the appropriate Assistant
Regional Director—Law Enforcement in the Region where the
importation occurs. The declaration must identify the specimens to
the most accurate taxonomic classification reasonably practicable
using the best available taxonomic information, and must declare

Here's the hitch. You show up at a port (or your shipment shows up).
You are legally required, per other parts of the regulation, to
label the package as wildlife. The alternatives and exceptions,
below, do not make exception for scientific imports. <br>

general terms on a Declaration for the Importation or Exportation
of Fish or Wildlife (Form 3-177) scientific specimens imported for
scientific institutions for taxonomic, systematic research, or
faunal survey purposes. An importer or his/her agent must file an
amended Form 3-177 within 180 days after filing of the general
declaration with the Service. The declaration must identify
specimens to the most accurate taxonomic classification reasonably
practicable using the best available taxonomic information. The
Director may grant extensions of the 180-day period.</span><br>
<br>
May as well just do the 3-177 which satisfies this requirement, too.
Even if you aren't certain to species level, because you can always
amend later. <br>
