It is true that this is not regulatory. As I noted in my initial
alert, "Under the Paperwork Reduction Act, federal agencies can't
request information from non-federal entities or citizens without
permission from the White House Office of Management and Budget.
To obtain approval for an Information Collection Request (ICR)
they must publish the proposed ICR for comment which is what they
are doing here."<br>

I don't think the issue is as simple as "there will be no
repercussions" for failing to submit the information and I'd bet
my last dollar that no DOI official would be willing to go on the
record as saying that. I also doubt it is necessarily true. It
could very well be the basis for refusing to issue or renew a
permit, for instance.<br>
<br>
However, the ICR raises other issues of concern. If your
institution has already accessioned the materials, then how can
you submit anything that indicates the item was accessioned into a
DOI collection? Will you need to de-accession first?<br>

you will see that is clear that they are talking about accession
into a DOI collection, which is consistent with the claim of DOI
ownership. It would be inconsistent with that claim of ownership
by someone other than your institution to accession an item into
your own collection. You would need a DOI accession number and a
DOI accession record for each item. <br>

I realize that the different kinds of collections do things
differently, so perhaps the paleontological and geological
collections have been using DOI accession numbers and maintaining
DOI accession books as described in the notice. To the best of my
knowledge, this not true for biological collections.<br>
<br>
I hope this is a start to building better partnerships. Anyone who
has been reading NH-Coll for even part of the past decade will
recall that prior, strenuous efforts to do that in the context of
resolving key issues were unsuccessful.<br>

checked in with my contacts at DOI and thought I would pass
along some information. Like many museums, the DOI wants to
better understand their collections -- mostly basic
information on what they are and where they are for their
own accountability purposes. But it should be noted first
and foremost that this is
<i>not</i> a proposed regulation. Rather, it is DOI asking
permission from the federal Office of Management and Budget
(OMB)—required by the federal Paperwork Reduction Act—to ask
museums for information about the federally owned
collections they house. (So for example, without this
clearance, the Department of the Interior would not be able
to ask more than nine museums a year for the catalog records
about their own collections.) They are hoping for
cooperation from museums for the benefit of the collections
that are owned by the feds in stewardship for the American
public. They are also hoping to build better partnerships
with museums through knowing more about the DOI collections
those museums curate. However, if the museums are unable to
provide the information or only gross estimates, then as I
understand it, there will not be consequences - DOI will
have tried and that will be that. My intention is to gather
some additional information and post it in the March edition
of Aviso, but I hope that is helpful information for now.
