<p>I just had an enormously productive and reassuring conversation
with DOI Museum Program Manager Terry Childs and DOI Museum
Curators Steven Floray and Elizabeth Varner about this upcoming
survey and the other aspects of the information collection effort
that will follow. This brief report will necessarily be vague as
the information is new to me and I don't have a strong grasp on it
yet, but I wanted to get the information out as quickly as I
could. Terry, Steven, and Elizabeth will correct me if I make a
misstatement. <br>

<p>First, the survey itself is not seeking detailed information or
an inventory. It will basically be a starting point for DOI to
determine which non-DOI institutions may hold what may be DOI
museum objects and to which DOI agencies (National Park Service,
Bureau of Land Management, U.S. Fish and Wildlife Service, Bureau
of Reclamation, and others; note that Forest Service is NOT a DOI
agency!) those items might belong. From there, the agencies will
follow-up by doing a very small sample (2.5) of the objects to
determine if they are still held by the institution or what might
have become of them. <br>

<i>Input on Collections from Lands Administered by the U.S.
Department of the Interior that are Located at Non-Federal
Facilities:</i><i> </i><i>This questionnaire will be sent to
specific non-Federal repositories to inquire if they house DOI
publicly-owned museum collections.Staff at the repositories may
complete the survey at their convenience.Completion of the
survey will be voluntary.However, any information that the
non-Federal repositories are able to furnish will support our
ability to work in partnership with them to</i><i> </i><i>support
enhanced research opportunities, public education, and fund

<p>Second, they recognize the concern about the factual basis for a
claim of ownership by DOI. This is not a re-opening of the
discussion about legal ownership (held with the NPS). This is
about the factual determination of the status of the place that at
the time a given object was collected, i.e., was it federally
managed public property or not? They realize that these
determinations could be extremely time-consuming and quite
possibly, lead to no clear answer. Therefore, they are willing to
discuss accepting a disclaimer by your institution that the
listing of an object in response to a query by DOI or a DOI agency
does not constitute an admission that there is a factual basis to
know if the object is in fact DOI museum property. <br>
</p>
<p>Third - and Elizabeth will send a better explanation than I can
offer here - the mere fact that an object was collected on
federally managed public land does not mean it is a DOI museum
