that it be signed by a higher-up such as department chair,
research VP, or general counsel. They may already have a customs
broker and that's fine, but the advantage to using John S, Conner
is that they already have experience with wildlife imports (for
the NMNH) and they are working with us as to the technical aspects
of the APHIS and USFWS requirements. <br>

<p>Realize that the fees I sent out a few weeks ago apply only to
the ACE entry process. If you want them to also handle the actual
shipping (i.e., provide freight forwarding services) that's a
separate cost. <br>

The ports may/may not accept paper forms, at their discretion. Call

advance of your import to ask. <br>
<p>I spoke with someone at Atlanta's Entry Service Center earlier
this week They will accept paper documents but based on what she
told me, I am strongly recommending that you go with a broker and
specifically John Conner. <br>
</p>
<p>So, it is up to the customs officer at the time of entry as to
whether yours is a formal or informal entry. Informal is for goods
valued at less than $2500. Given that your material has no
commercial value at all, it should be considered an informal
entry. However, that doesn't end the problem. She said that they
have processed paper entry forms in lieu of ACE entries and that
they were able to complete the entry in only one case. In the
other two, they were not able to complete the entries. It is
simply too complex and the system is still new and buggy. She said
that they tried for hours. And it is up to the officer if he/she
even wants to devote the time. If they can't complete the entry,
your shipment is held because they can't clear it. So then you
would end up having to get a broker to do the ACE entry for you
anyway. And we know that at least one port (Detroit) will accept
them, but not at the airport. You need to leave your import, go to
another location (downtown Detroit, apparently), file the
paperwork, get clearance, and then return to retrieve your import.

It is this second form that is Greek to me and that I have been
trying to decipher. As no one seems to be planning to try to do
these entries themselves (i.e., using the paper forms), I have
