<p>Apparently, the deadline for complete automation of the
import/export process has slipped a bit and specifically, for all
of you, the USFWS core which was to have gone online in November
is going to happen a little later than expected. <br>
</p>
<p>CBP will hold a webinar for our community sometime between
mid-January and late February.</p>
<p>I am told that it is possible that some time in the future, after
they have all this worked out and it is fully operational, they
will think about developing a separate, simplified system for the
noncommercial imports and/or figuring out a way to give you direct
access to the system, such as a mobile app. The Ornithological
Council (in partnership with SPNHC, of course) will continue to
push for this when the time is right. <br>
</p>
<p>Meanwhile, we are working with one university that has contracted
with John S. Conner and so far, so good. <br>
</p>
<p>One thing that would be really help me to help all of you is to
have you request from the broker (preferably John S. Conner)
copies of the ACE entry forms. That will help me to de-code the
paper forms and write up a set of instructions for those who want
to try using paper forms in lieu of a customs broker to handle the
ACE and other agency entries. Remember - if you want to do that,
you first must obtain a filer code. Second, it is up to the CBP at
the port if they want to accept the paper forms so you need to
contact them in advance to be sure they will accept them and also,
will they accept them at the airport or will you need to go to
another location, submit the forms, and then return to retrieve
your shipment. <br>
</p>
Also remember that if you want to use John S. Conner or any other
customs broker, you must provide a power of attorney and that
probably needs to be signed by your institution's general counsel.
