<p>Just wanted everyone to know that the first import for which the
ACE entry and APHIS declaration were handled by John S. Connor
went smoothly. Their attention to detail and customer service were
extraordinary. <br>

<p>This was a hand-carry but of course, you could also use their
freight-forwarding services should you want to ship rather than
hand-carry.</p>
<p>As to USFWS, I have learned that they are behind-schedule in
getting into the International Trade Data System (what I've been
calling ACE is actually the ITDS). They were scheduled to go into
pilot in November. No word on when they might actually start.</p>
<p>"... FWS has developed an ACE Message Set for the transmission of
data in ACE, along with the collection of documents via the
document image system. At this time, the trade is testing the
development of specialized software needed to transmit our data
(along with other ACE data). We have not yet moved into a live
pilot for the FWS Message Set. At this time, we do not have a
date by which the trade is mandatory to file FWS data in ACE. We
must propose and finalize any rule to mandate the use of ACE."</p>
<p>More worrisome - extremely worrisome - is that they have been
developing their system on the assumption that "Several of the
examples you provide seem to fit CBP's exemptions from an entry
and also appear to not involve cargo, but I would ask that CBP
address whether your scenarios would require an entry in ACE and
thus potentially trigger the need for FWS data to be submitted
through ACE."</p>
<p>(The examples actually described your ordinary imports...)</p>
<p>Shortly thereafter, the CBP responded that "<span
style="color:#1F4E79"><font color="#000000">At this time, when
PGA* data is required for item(s) that fall under the de
minimis amount (under $800), which would normally be allowed
to go the informal entry route, entries are being required to
ensure that the PGA data is being captured. However, that may
change in the future for certain items if circumstances
warrant it." </font><br>

<p><span style="color:#1F4E79">*PGA = Partner Government Agency,
i.e., APHIS, USFWS, FDA, etc.<br>

<p>In other words, the USFWS didn't even realize that most
scientific imports ARE covered by this new system ... <br>
</p>
<p><i>The good news, though, is the glimmer of hope from CBP that
once they get ACE running smoothly, they will consider
establishing an alternate system...</i><br>
