<p>I think you may have misunderstood. The OC *is* privy to the
confidential details. I am not allowed to share anything discussed
with the working group, but obviously, it is shared with me
because I am on the working group. If I need to share something,
or I need to obtain input from all of you that may necessitate
sharing something discussed by the working group, I will have to
obtain permission from the committee before doing so.</p>
<p>So your next question, then, is how does OC know what is in the
best interests of the research community? In part, because of 20
years of experience dealing with imports and exports, initially
just for the ornithological specimens and samples, but more
recently, for other taxa, too. I don't pretend to know everything
but I know more than most. And most importantly, I know when I
don't know, meaning that I know when to ask questions. I don't
know how long you've been on NH-Coll, but if you've been here for
any length of time, you've probably noticed that I reach out for
information when I need it. In addition, ornithologists, including
those at the MVZ, can confirm that I routinely ask for input when
dealing with policy issues. Now, if I have questions pertaining to
insects, I can ask you (and Scott Miller and others). <br>

<p>Apart from this working group, my main goal is to continue to
work directly with CBP to encourage that agency to find a less
burdensome way for the imports that would otherwise have been
"informal entries" for which ACE declarations would not be
required at all. The reason wildlife imports are now subject to
the ACE declaration procedure is that ACE is intended to be a
single-declaration process for all agencies that have requirements
for any particular kind of import. For birds and some mammals,
that is always APHIS and often USFWS. There may be some wildlife
that can continue to go through the same "informal entry" process
that was available until recently. I've prepared a fact sheet
about those situations and I am waiting for CBP to vet it. It may
very well cover insects, except those needing USFWS permits. I
hope all of you would agree that finding a non-ACE work-around
would be in your best interest. I have had some discussion with
CBP about this already. They and the other agencies have indicated
that they realize that ACE is quite a burden and they have
expressed an interest in developing a non-ACE work-around down the
road, where "down the road" could mean two years or even more.
They are focused right now on getting this huge, complex system
off the ground. <br>

<p>I think there was a good-faith misunderstanding in the past by
the "partner government agencies" that the informal entry process
would continue. Once they realized that it would not, they reached
out to us and have been helping us to get up-to-speed. This
includes CBP, APHIS, and the USFWS. <br>
