<p>Further information pertinent to assuring that the FedEx shipped
imports are handled properly by FedEx as to USFWS, direct from the
USFWS Law Enforcement supervisor in Memphis:</p>
<p>1. On the air waybill, in the commodity description box, be sure
to include "FWS required."<br>
</p>
Note - if your shipment requires AQI (Agriculture Quarantine
Inspection), i.e., APHIS clearance, put that in the commodity
description box, too.<br>
<br>
2. Track the package to see how it is being routed. Once you see
where it is going, notify the port, and give them the air waybill
number and tell them that the shipment includes wildlife and
requires clearance.<br>
<br>
a) You can be sure you have the air waybill number in one of two
ways that I can think of. First, ask the shipper to send it to you.
Second - and this is what I personally recommend - send your shipper
a "kit" that consists of <br>
<br>
- the FedEx packaging<br>
- the FedEx air waybill, completed by you<br>
- the foreign export permit (and if a collecting permit was
required, a copy of that permit, too)<br>
- Any required USFWS permits<br>
- the 3-177 (even if you plan to use e-decs, it is a good idea to
include the paper 3-177 because computers fail)<br>
- the APHIS permit, if required<br>
- the certificate of treatment or certificate of origin, as
appropriate based on the APHIS permit<br>
- a pro forma invoice<br>

Plus packing instructions and/or materials, at your discretion. <br>
<br>
The idea here being to goof-proof the system as best you can.<br>
<br>
b) Yes, I know that sometimes you don't have advance notice that
someone is sending something. I don't have a solution for that,
except that perhaps you might periodically check on the status of
your loans and remind your colleagues to advise you before they plan
to ship. If a researcher at your institution is receiving a loan -
hold periodic trainings to be sure that they know to advise you in
advance so you can get involved and make sure everything is done
correctly.<br>

All wildlife imports that require USFWS permits must go through a
designated wildlife port. If something is shipped via FedEx and the
air waybill is properly marked, it is going to route through a
designated wildlife port. <br>
<br>
I have raised the question to USFWS about why e-decs can't be
reconfigured to be nationwide, i.e., the e-dec would be available to
all designated wildlife ports so the routing problem goes away. I'm
not clear on why this can't be done, apart from lack of funding for
programming and almost certainly, lack of staff time to even deal
with the matter. In any case, it seems as though most wildlife
shipments are being routed through Memphis, NY, LA, and MIA. If
you've filed your e-dec for a particular port and you track it and
see that it is being routing through a different port, you can
re-file it. So for now, tracking the shipment and including a paper
3-177 seem to be essential to preventing problems.<br>
<br>
Finally, I still advise marking the package in a conspicuous manner.
Not only is it required by the regulations (although the regulations
don't say how the package must be marked), but realize that these
ports are receiving thousands of restricted imports every night and
even if they've identified the packages they want to see from the
air waybill description, actually spotting the package is a
challenge. Write on at least three sides of the the box:<br>

If a permit is required- WILDLIFE::USFWS [PERMIT TYPE]::CLEARANCE
