There are two different levels:<br>
1. International trade monitoring (CITES has nothing to do with
conservation in the first place, sad but true)<br>
2. Simplified procedures for CITES registered individuals or
institutions.<br>
<br>
I think we should strongly consider a submission, especially since
CITES is not only applicable for (preserved) specimens (and parts
thereof), but also to DNAs and tissues, which are increasingly
exchanged for sequencing. Especially for all those tube it is
quite a challenge to demonstrate - if these are shipped - that the
specimen, from which this sample was originally sourced, was
preserved and accessioned for example prior to its CITES listing
date.<br>
<br>
The other relevant point for us (from a perspective of material
exchange and sending loans around the globe) is that we notice
that Shipping Companies start to ban CITES materials from shipping
because of the tiresome bureaucracy linked with clearance at
customs.<br>
<br>
A well prepared submission <b>requires input from the community</b>.
To support the Legislation & Regulation committee of SPNHC
with a submission (which should be closely aligned with other
associations and stakeholders in our area, of course), <b>we
would need your information on:</b> <br>
<br>
- with issues did you observe when sending CITES material and/or
subsamples of such specimens?<br>
- what are the functioning elements in the current system (e.g.
simplified procedures) that proofed to be practical and efficient
for all parties involved handling such consignments that should be
expanded.<br>
<br>
Ideally, such submissions should be drafted positively and
underline support (rather than opposition), therefore it would be
good to receive positive examples and details on functioning parts
that should stay or could be expanded.<br>
<br>

<p>At its 17th meeting (CoP17, Johannesburg, 2016), the Conference
of the Parties adopted the following Decisions 17.173-174,
directed to the Secretariat and the Standing Committee,
respectively: 17.173 The Secretariat shall issue a Notification
to the Parties requesting Parties to report on their
implementation of, and experiences with the simplified
procedures to issue permits and certificates to facilitate and
expedite trade that will have a negligible impact, or none, on
the conservation of the species concerned</p>
The record on follow-up on these requests (or really anything to
do with CITES administration) is not good; even if they get
responses, make the recommendations...that alone can take
years...and then of course it is up to the parties to implement.<br>
<br>
But still...<br>
<br>
And here's the important part:<br>
<br>
For the Secretariat to assist the Standing Committee in providing
recommendations for consideration at the 18th meeting of the
Conference of the Parties, Parties and <font size="+1"><b>other
stakeholders are invited to submit information to the
Secretariat</b></font> in one of the working languages on: a)-
implementation of Section XII of Resolution Conf. 12.3 (Rev.
CoP17) in national legislation, if any; and b) experiences with
the use of simplified procedures to issue permits and certificates
to facilitate and expedite trade with no or negligible impact on
the conservation of species concerned. 4. The information should
be submitted to the Secretariat at <a class="moz-txt-link-abbreviated" href="mailto:info@cites.org" moz-do-not-send="true">info@cites.org</a> no later than 31
January 2018. Questions with regard to this Notification can be

I am happy to work with those of you who wish to form an informal
committee (Dirk? Stephanie?) to prepare comments. <br>
<br>
Of course, the main concern I have is not permit/certificate
issuance per se (in the U.S., the big problem is staffing at the
Division of Management Authority) but rather the validation
requirement for materials moving on permits. Did I mention that
the Department of Interior acceded to our request to re-instate
the regulatory process pertaining to CITES updates, which will
include a response to our petition to suspend/revoke the
validation requirement?<br>
