<p>Most of you have probably heard that the USGS, in response to
coming budget cuts, is ending or re-trenching many programs across
the agency. That is also true of what is called the "Ecosystems"
Mission Area (originally known as the Biological Resources
Division). Ecosystems includes the Status & Trends program,
which in turn includes what is now called the Biological Survey
Unit. <br>
</p>
<p>The BSU has been shrinking for years, especially in the birds
collection and now USGS is likely to terminate the program
entirely. The idea is that curation and collections management
would be turned over to the Smithsonian staff, who would absorb
the workload without extra resources. <br>
</p>
<p>In reality, this closure - which is motivated by pending budget
cuts - would not result in savings to the USGS, as the staff would
be re-assigned to other work, which for some would be unrelated to
the collections or collections-based research. <br>
</p>
<p>I have talked to John Bates, newly elected president of NSCA,
along with Rob Gropp at AIBS, Patuxent leadership, and two key
USGS directors. Although it is a very long shot at this point, I
want to urge everyone to take a moment to support the continuation
of the museum program, but to do so, I need to explain the fairly
complex situation and clear up some misconceptions.</p>
<p>1. There has been no budget cut yet. The Congress has still not
enacted a FY18 budget, which runs from 1 Oct 2017 to 30 Sept 2018.
The government has been functioning on a continuing resolution.</p>
<p>2. $6,700,000 below the fiscal year 2017

But it leaves some wiggle room for USGS to decide to maintain
certain programs that might otherwise have been cut. And
that's why the Ornithological Council is writing, and urges

The Survey is encouraged to pursue innovative solutions for
continued curation of collections housed at the Smithsonian
Institu<span style="font-size:12.0pt;font-family:"Times New

<p>Whatever that means. It seems to imply that they realize the
collection is important but not necessarily the program that
curates and manages the program. It does not mandate termination
of the program but it also does not support its continuation. <br>
</p>
<p>3. Some of you may have head that both the House and the Senate
have zeroed out this program. That is simply not true. The
appropriations bills never have that level of detail. What has
actually happened is that the <a moz-do-not-send="true" href="https://urldefense.proofpoint.com/v2/url?u=https-3A__www.doi.gov_sites_doi.gov_files_uploads_fy2018-5Fusgs-5Fbudget-5Fjustification.pdf&d=DwMDaQ&c=cjytLXgP8ixuoHflwc-poQ&r=LpYc_Z_iN1KRw0hheb3x6-8MJUMu482qfHowpGYJqwc&m=k71XnPhcXYpeuLepLgW-zixO7vw9cJhP6TZeHFUYsNE&s=5649FiB4dXcFOG1RbmBrYdQH3Mquww0uYX00RrEy8jU&e=">USGS
Budget Justification book for FY 2018</a> shows it as zeroed
out. What you need to understand is that the Budget Justification
books are produced by the agencies to accompany the White House
budget request. In other words, they are tied to the numbers the
White House wants from Congress, and those numbers are dictated to
the agency by OMB in November of the prior year; the agency is
told "figure out how you would live with this." And then it all
goes to Congress in February (well, it is supposed to...). So the
zero-ing out is based on the premise that the White House number
is the actual appropriation. Almost never is that the case. You
can see that the request was for a cut nearly three times as
large.</p>
<p><u>Where to write</u><br>
</p>
<p>1. Definitely write to the USGS, because there could very well be
enough in their appropriations to re-think this decision. Who at

<p class="MsoNormal">The Unit's research generates information that
protects the health
of troops overseas, improves aircraft safety, and averts economic
damage to agriculture and our forests from invasive and pest
species.<span style="mso-spacerun:yes"> </span>Among other
activities, the Unit has worked
to identify venomous snakes for overseas military personnel, so
that the
correct antivenom can be administered for snakebites. We also
identify rodent reservoirs
and vectors of disease in Afghanistan and Iraq. The unit's
scientists identify bats and birds
involved in strikes of military and civilian aircraft. And,
continuing the kind of research that the Unit has done since its
inception in 1886, the Unit's research provides information vital
to protecting the nation's agriculture from invasive species.<span
style="mso-spacerun:yes"> </span><br>

</p>
<p class="MsoNormal">Mentoring of university and high school
students is also a key activity – earlier this month a BSU
researcher received
an award for outstanding mentoring of future scientists.<span

provided by the BSU
serves as the basis for wildlife management at all levels of
government and in
the private sector.</p>

You might also point out that it is your understanding that closure
of the Unit will not result in savings to the USGS.<br>

2. Avoid talking about the benefits for conservation of
biodiversity. That's right up there with "climate change" in terms
of things they don't care about and don't want to fund. <br>
