<p>The USFWS is about to go into its pilot phase for ACE
declarations. That means more vigilance on the part of CBP
officers and more likely an uptick in problems for hand-carry. <br>
</p>
<p>Just a reminder about the current status of the situation: <br>
</p>
<p>1. USDA APHIS agreed to accept paper filings (your VS16-3 and
certificate of treatment/certificate of origin, as appropriate) in
lieu of an ACE filing. <br>
</p>
<p>2. USFWS has agreed to continue accepting paper 3-177s or e-decs.
<br>
</p>
<p>However, the glitch in the system is still humans, as in the CBP
officers at the ports. We continue to work with CBP; we are
planning a webinar to try to resolve this problem and one specific
effort (webinars for the CBP port staff) is being planned, another
is being considered (a single point of contact for a
trouble-shooter), and another is being investigated (use of the
cargo manifests). <br>

<p>Today, I asked CBP to send around an advisory to the ports to
remind them that APHIS and USFWS have agreed to continue accepting
paper declarations. If CBP agrees to do so, that should help avert
problems. <br>
</p>
<p>Meanwhile, you may want to consider using the customs broker
solution for hand-carries. Basically, the customs broker will
handle the ACE entry for you, but you can still bring the import
in your accompanying baggage. Few tried it, but it worked very
well. Connor</a>; they have specialized in this kind of import and
have been willing to contact us if they encounter any problems or
questions. Your university will need to sign a Power of Attorney
with this company. Some universities have balked because they have
POAs with other brokers. I have a prepared explanation about why
it is preferable to use John S. Connor for these imports and will
provide it to you upon request. <br>
