            <p>The Ornithological Council is still in need of your
              support. You are probably thinking...doesn't this woman
              know that we don't all study birds? Well, yes, of course I
              do know that, though I've never quite understood it <span
                class="moz-smiley-s3"><span>;-)</span></span><o:p></o:p></p>
            <p>However, much of the work that we do, particularly as to
              the CBP import headache, permits (ESA, CITES) and the
              associated paperwork and processes, and other restrictions
              on research benefits all of you. This is particularly true
              of the heavy lifting we continue to do on the CBP
              situation, to assure that your imports are trouble-free.
              It is a huge, labyrinth, complicated beast and to the best
              of my knowledge, OC is the only organization that has been
              working tirelessly (and sometimes very tiredly) with CBP
              to devise a permanent solution. <o:p></o:p></p>
            <p>We also do an enormous amount of work pertaining to the
              animal welfare requirements. For all of you, that entails
              restrictions on euthanasia methods. In this past year, we
              finally succeeded in getting the APHIS Animal Care program
              to revise its guidance to recognize that the AVMA
              euthanasia guidelines are only one basis for determining
              if a method is humane. <o:p></o:p></p>
            <p>We work on many other issues that are of concern to all
              biologists, including, for instance, implementation of the
              Nagoya protocol, CITES regulations and listings, and more.<o:p></o:p></p>
            <p class="MsoNormal" style="margin-bottom:12.0pt">Begging is

              *I know that some feel that as our efforts pertain to the
              work you do in your jobs, your institutions should provide
              support. If you are able to persuade your institutions to
              contribute, that would be terrific. Meanwhile, however, OC
              was originally set up to be supported by its member
              societies and by individual ornithologists. At least for
              now, it is not feasible to change that structure. If your
              institutions would like to provide some support to the OC,
