For example, if I receive funding to digitize a collection of 20,000 specimens and as we start digitizing, we realize that 200 of them were collected from federal lands, can we not digitize those 200 even though they're in the collection for which we received funding to digitize? I've reached out to an NSF program officer for clarification but figured it was worth crowd-sourcing the answer, too.
