Butterfly Tagging?

Received a call from someone in Southbury who reported seeing a small 
butterfly, with tails, colors were orange, black, white, (red?) pattern not 
fully described. The interesting thing was they reported seeing a blue tag on 
the butterfly. Is anyone aware of any butterfly tagging being done other the 
Monarchs? The size of the butterfly and the tails, seem to suggest hairstreak 
but the colors do not. The person was somewhat familiar with butterflies and 
eliminated Eastern Tailed Blue (wrong colors) and American Copper (tails).
