Behavior of Silver-spotted Skipper

Last evening I watched as a Silver-spotted Skipper flew up and down the street (within a 20' x 10' area), alighting for brief periods on telephone lines, hedges and even a car. The pattern was much like a dragonfly's.
   
  It was about an hour and a half before sunset, mid-70s and a slight sea breeze.
   
  Is there a reason for this behavior?
