Depends on how you want to see it.  It has not been released on video, so 
you can't rent it anywhere.  I am sure the Kawakita institute has a video 
copy which they can show to researchers.  Bitters End is the distributor 
in Japan and you can also try them.

I don't think I've seen any notices about upcoming screenings of the film.
