Here are some more possibilities for films set in Meiji-era Tokyo.  Don't
know about current availability of English-subtitled copies, but I am
pretty sure that I've viewed them all with subtitles at some time or other,
so they may be available through inter-library loan if all else fails.

_Sugata Sanshiro^_  ("Sanshiro Sugata") 1943,  dir. Kurosawa Akira  (early
Meiji)

_Joyu^ Sumako no koi_ ("Love of the Actress Sumako") 1947, dir. Mizoguchi
Kenji   (mid-late Meiji) -- Biography of Matsui Sumako

_Gan_ ("The Mistress" / "Wild Geese" / "The Wild Goose"?) 1953, dir. Toyoda
Shiro^
based on Mori Ogai's novel _Gan_ -- nice atmospheric scenes of early/mid-Meiji

_Wagahai wa neko de aru_ ("I Am a Cat") 1975, dir. Ichikawa Kon  - based on
Natsume So^seki's novel - Tokyo c. 1905
