That's cunning

I just got a tape of a film called "That's cunning". It was produced by Toei in 
1997 and is a comedy about some kids and their school. The cover features 2 
really stupid looking teens in tasteless outfits.

My problem now is: There are no English credits at all. The film was released to 
a few HK cinemas with English subtitles but the tape just carries Chinese 
subtitles. Does anybody know who directed this film, who stars in it, what's the 
story about, etc.?
