I'm not quite sure if this is what you are referring to, but the Japanese 
Movie Database, which has no relation to the IMDB, is located at 
http://jmdb.club.or.jp/

Since it is not related to the IMDB, it is not a Japanese version of that 
database, but rather a database in Japanese featuring only Japanese 
films.  The server crashed at the beginning of this year, but without 
losing the data, so the search functions are a bit limited now, though 
still usable.
