This probably refers to Kinema Junpo's "All Time Best" poll
in 1979 when 96 film related people were asked to name the
best 3 films of their choice.  Each film collects 1 point,
resulting in the following list which appears in the second 
November issue (gejun) which commemorates the 60th anniversary
of KineJun:

1.  Seven Samurai (Kurosawa, 1954)                      23 pts.
2.  Ikiru (Kurosawa, 1952)                              13
3.  Hunger Strait (Uchida, 1964)                        11
4.  Humanity and Paper Balloons (Yamanaka, 1937)         9
    Floating Cloud (Naruse, 1955)                        9
6.  The Life of O-Haru (Mizoguchi, 1952)                 8
    Tokyo Story (Ozu, 1953)                              8
8.  Twenty-four Eyes (Kinoshita, 1954)                   7
9.  The Travel Dairy of Chuji (Ito, 1927)                5
    Rahomom (Kurosawa, 1950)                             5

The latest Best Ten poll by KineJun is the one conducted in
1996 when <Seven Samurai> lost to <The Tokyo Story> by 1 or
2 points.  Each, if my memory is correct, collected over
300 points.
