I think some if it may have to do with the legality of it.  They may not have permission to air the footage, but throwing a mosaic on it makes it legal.  When they aired Japanese shows in San Francisco and they didn't have legal permission for certain pieces (Dango Sankyoudai song, Mark M.'s baseball footage, etc.), they would put a mosaic over and have on the screen "Due to copyright reasons, this portion of the show cannot be shown," or something to that effect.  And whenever shows go out on the street (interviews, etc.), they have to get waivers to show faces for the people on film before they air them, lest they have people bring legal action against them.
