They were selling copies at the theater for around 3,000 yen, so I assume
you can order it through Video Act! The website is linked to Kinema Club,
and while they haven't had much experience selling overseas, Tsuchiya-san
assures me they'll do whatever it takes.
They are selling quite a few other films by Tsuchimoto, including a
subtitled version of Minamata the Victims and Their World (prices are steep,
tho...)
As for Takashi's tapes, you would have to contact her directly using the
source address in the Yamagata catalogue:
