Ok, I'm going to ask a potentially silly question, just because I've been 
curious:

What is the story on William Penn?  Up to now, I've been assuming that "Wm 
Penn" is either a series of people (a new one every so often) or a revolving 
set of people.  I assume this mostly because the name is so implausible and 
the writing is so inconsistant--not necessarily in quality, it just doesn't 
sound like the same person all the time.

Am I just out of the loop?  Can anyone clue me in on this?
