horrifying act in NYC

The two events are separated by a fifty year gap - in between that time 
numerous acts of aggression notably outside the soil of the US have been 
remonstrated against the United States and it's people irrespective of the 
perpetrator.  How could one rate the scale of aggression? 
I am reminded of the famous remark of Marx in the Eighteenth Brumaire of 
Louis Bonaparte - that all great events of world history occur twice, the 
first time as tragedy, the second time as farce.
