How about this:

determines who is responsible for Tuesday's attack and expediate assistance

Many, many civilians will die is such an attack and we are arrogant enough
to say that they are themselves resposible for their own deaths. How can we
not be partially resposible for our own?
More than 100,000 people have died in Iraq due to embargoes and war and we
Americans say that we are not responsible, that it is "their own fault and
the fault of Saddam Hussein". Both parties are responsible. To deny this
just because "we are america" is absurd.
