Uzumaki question

Hello people.

In Higuchinsky's Uzumaki, in the evening a siren sounds off over the town. I 
was just curious to know what the siren signifies- sundown, the end of the 
working day, or just a piece of Higuchinsky weirdness- and whether it's a 
common feature in Japanese towns. I'd be grateful for any help you can give 
me.
