Dennis is right:  The three-copy library/archive provision is only for
replacement copies in the cases of "damaged, deteriorating, lost, or stolen,
or if the existing format in which the work is stored has become obsolete." 
It doesn't allow libraries to make copies of a currently available DVD or CD. 
(And since this is provided in the legislation it's not a fair use copy
because fair use is not involved.)  See Title 17, Chapter 1, Section 108(c).
